Pen used to sign New York Assembly Bill Number 5855 affixed to a document signed by Nelson Rockefeller as Governor of New York. "An act to amend the penal law, and general obligations law, in relation to criminal usury and possession of records of a criminally usurious loan."
Includes the State of New York gold seal and on the letterhead of the State of New York Executive Chamber. The pen is printed with Gov. Nelson A. Rockefeller on the barrel.
